City Meetings

The Palo Alto City Council held a lengthy meeting covering several matters. They approved advancing three applicants to interview for the Historic Resources Board. During a study session, they reviewed the independent police auditor's semiannual report on use-of-force, weapon-pointing, and misconduct cases, and gave extensive feedback on the scope of a planned audit of automated license plate readers (Flock), with many public speakers urging cancellation and covering of the cameras; council signaled interest in agendaizing a future decision on the Flock contract and exploring alternatives. Council unanimously approved new regulatory agreements for the Buena Vista Mobile Home Park redevelopment with a referral for local housing preferences. Finally, council approved launching the first oversized-vehicle permit parking pilot (Pilot One) while deferring the second parking-prohibition pilot, directing staff to collect data, refine street lists, update residential zoning definitions, pursue additional safe-parking sites, and engage employers and Stanford.

A special joint meeting of the Architectural Review Board and Planning & Transportation Commission reviewed the final draft of the Cubberly Conceptual Master Plan and its associated CEQA mitigated negative declaration, with staff seeking a recommendation for city council adoption. Staff presented the phased redevelopment vision (recreation/wellness center, performing arts complex with Theaterworks Silicon Valley, education spaces, pools, tennis courts, and outdoor amenities), explained funding uncertainties, the planned purchase of 7 acres from PAUSD, and a potential November 2026 ballot measure. Commissioners and board members asked clarifying questions about phasing flexibility, pool size, building renovations, parking counts on leased land, traffic circulation, and sustainability. Public and member comments raised concerns about bike/pedestrian connections, elevated tennis court noise and screening, cafe placement, drop-off proximity for young children, and traffic through the parking lot.

The third Cubberley Community Meeting presented an updated master plan concept that integrates new facilities with existing campus buildings, developed iteratively from feedback in prior meetings. Presenters reviewed the project background, the phased demolition and construction approach (phases one through three), program adjacencies covering recreation/wellness, performing arts, visual arts, cafe, and outdoor spaces, and detailed circulation, parking, and increased square footage figures. The meeting concluded with a two-part hands-on activity asking attendees to evaluate the phase one plan and the complete master plan for what works, what needs improvement, and creative ideas. Key upcoming dates include city council approval in March 2026 and a bond vote in November 2026.
